The Brown University shooting gave us an example of a botched investigation. Failure to call it a terrorist act prevents the FBI from investigating and leaves it to the local municipalities to investigate, who have limited resources. First, they had no witnesses and could not find the shooter. Probably because they sent everyone home before asking questions.
