Aubrey Bettencourt's organization, California Water Alliance has written an initiative that will use $8 Billion from the High Speed Rail Bond funds and $2.7 Billion in previously authorized water bond funds to build storage for all of California. It is hoped that the initiative will be on the 2016 ballot.
