Eleanora Rosewood, the dowager Lady Rosewood, has uncovered her late husband's plan to destroy the city of Shanghai with a machine of his design - the Mandrake Earthquake Machine. Her investigations have brought her to the city and placed her in danger, but a Russian sailor named Sacha Valentin has come to her aid.
